Rules Committee moves ENDA to floor without inclusion

Baldwin Amendment scheduled for ten minutes of floor debate

The House Rules Committee has taken the next step to move HR 3685, the Employment Non Discrimination Act, to the House for a full vote. The vote will take place today, Tuesday Nov. 6.

As passed by the committee, each side will have 30 minutes to debate ENDA and three amendments will be offered.

George Miller (D-CA) will offer an amendment to allow religious groups to be exempted from the law. Mark Souder (R-IN) will offer an amendment to strike the section which "prohibits employers from conditioning employment on a person being married or being eligible to be married."

A third amendment, named for Tammy Baldwin (D-WI), will be introduced to the bill that would expand ENDA's reach to include gender identity. A group of 300 LGBT organizations have signed on to oppose ENDA if it does include provisions to protect individuals on the basis of gender identity.

The rule adopted by the Rules Committee allows for twenty minutes of debate on Miller's amendment and ten minutes each on Souter's and Baldwin's amendments.
