All net proceeds from the sale of "Red Ribbon Cash" tickets will go directly to the Illinois Department of Public Health, the allocation of which will be overseen by a special advisory board.

"With so many Illinoisans afflicted with this terrible disease," said Blagojevich, "we must continue to create opportunities that raise awareness and to fund prevention and treatment options."

"The 'Quality of Life' lottery ticket," says Ida W. Byther-Smith, founder and executive director of The Jo-Ray House, "is an innovative resource for communities affected by HIV/AIDS. If half the people that play the lottery supported our education and prevention efforts, we can begin to win the fight against the spread of HIV/AIDS."

"This isn't a lottery ticket for us," Byther-Smith continues, "this is a ticket that gives us hope for a better future."

"Red Ribbon Cash" hits retail outlets with widespread support from HIV outreach organizations, business and lawmakers alike, including U.S. Congressman Danny Davis, State Rep. Greg Harris, the AIDS Foundation of Chicago, and the Greater Westside Development Corporation.

Tickets go on sale at Illinois retail locations today, for $2 each.
